Premiere Elements file cross-compatibility between Mac and Windows

You cannot open .prel files created in Mac on PC's. If you try, you get the error "An unknown error occurred while opening the project." This is a known issue, but very inconvenient for people who work on multiple platforms, or who work jointly on projects with people who use different platforms.

You may already be aware of the following (but it is not clear from your post that you do):

1. You can’t just copy a .prel file from one Windows system to another and carry on editing the project there. The .prel file just contains “pointers” to your video clips on the original system – which the new system won’t find.

2. “Copy “ or “Archive” Project will include all the source material to carry on editing elsewhere (provided the version of PrE used is compatible with the one originally used for editing). Note: I have not done this myself so can’t guarantee it works. 

3. If you are in a multi-system and multi-user environment I suspect Adobe would say you need to use Premiere Pro rather than Elements (e.g. see: https://helpx.adobe.com/uk/premiere-pro/how-to/collaborative-video-editing.html)
