Premiere Elements 13: The wheel mouse doesn't increase frame by frame

Premiere Elements 13 : the Wheel mouse doesn't increase frame by frame but by steps of 7 (or 11) frames.
On the same PC with the same mouse, this one worked well on Premiere Elements 7. Do you have meet this problem ? Many thanks.
With the buttons forward and backward we have frame by frame and also with the keyboard.
On the PE 13, before scrolling the Wheel, you have to activate the mouse by clicking in the free area beside the screen because in an another place you haven't an action of this Wheel.

pse 13.1 also has problems with mouse wheel.
Backwards roll works fine - picture by picture. Forward does nothing.
I think this was ok with version 13

I have exactly same problem. Whilst removing 13.1 and reinstalling 13, wheel worked OK. I could scroll through all images forwards and backwards in Organizer Media full frame mode (max. zoom), but after installing 13.1 I can only scroll forwards (to the beginning). Strangely, when I zoom out, thus having more than 1 image on the screen, the wheel works OK.

Your best choices are:   

Go back to v-13 - use that instead of 13.1.  
Don't add any upgrades or updates to it.   
Not sure if this version is supported now.  

uninstall 13.1 - install PS 14 or PS 15 with PSE & Premiere   
You'll be happier with a new, supported, version.   
It's only $70 in a bundle.   PC or Mac.
