Premiere Elements 12: Redraw issue when resizing the application window

windows 7 premiere elements 12.
The program fails to manage its window.

When I resize it, the screen becomes unusable with ghosts, and the windows max min resize buttons are hidden by ghost images.

Only out is ctrl alt del and kill the program with the task manager and restart it.
attached bmp is a screen shot after resizing pe12.

the problem occurs when and only when pe12 window is changed.
Redraw and management is not professional, not even adequate.

I would suspect a bad video driver. Determine what video card you have and go *directly to the manufacturers website (nVidia or ATI/AMD)* and download the latest driver:

and yet studio one, thunbs plus, photoshop elements, delphi, pegasus, WS_ftp, filezilla, google earth, polar navy, chrome, firefox... all work correctly?

only adobe has a problem?

windows was just updated.

so I tried, and I updated the driver,
and it still happens.

want another screen shot showing three different pe frame fragments in the same desktop?

how does that happen?
no other program has that problem.

Why does pe take 80 seconds to load?
by any standard, that is slow.
