Premiere Elements 12: Freeze frame - Windows 10

Hello everyone.

Since Windows 10 i got a problem with my encoded videos in Premiere Elements 12.

After a few seconds or minutes (from the finished and encoded video), the picture freezes (freeze frame?) for the whole video. (Audio is ok.)

When i take a look in the elements 12 Timeline, the picture freezes there too, but only for a few seconds.
The original video source is ok, there is no problem. I used the same settings for recording as in the past. (Win 7, 8.1)
Only in the encoded/finished video, the frames (or 'a frame') freezes at some point for the rest of the video.

I cut out the "problem area", where the picture starts to freeze, and then the picture/frame freezes at an other point, over and over again. In a ~30 minutes video, i had to cut out ~5 minutes at 6 different points, where the picture freezes.

I use the same settings as in Win 7 and 8.1. (I changed the settings, too, but with no result.) The problem appeares at 2 different systems. I reinstalled Elements 12, too. But it doesn't work. I changed the source file format and used older files from previous encodes (Win 8.1) and the problem appeares again. So i think it's a problem with Windows 10. I use the actual version of Premiere Elements 12.

Any suggestions about this problem? Or have i to switch to a newer (Elements 13?) version?

I've experienced the same problem with Premiere Elements 14 after installing the Windows 10 upgrade.
