Premier Elements 9 has Stopped working APPCRASH

Premiere Elements 9 stopped working. I've tried finding help in many places but nobody seems to have an answer. The program opens up to a grey screen with no working areas at all. No timeline, no place for files, etc. This has been like this for a week, and I've received no help from Adobe forum or any other site. Please, someone help me with this. I've installed and uninstalled three times already, always the same, opening screen comes on, I ask for a New Project, The New Project task window appears, I type in a name, the little circle spins, that's it. Gray window with nothing in it just the program headers with all the options grayed out within them. Please help me. The main parts of the error message reads:
-Problem Event: APPCRASH
-Fault Modual Name: UIFramework.dll
-Exception Code: c0000005
-Exception Offset: 0000387c
-Local ID: 1033

Windows 7 Home Premium Service Pack 1
Dell Inspiron 5520 - Intel i5-3210M CPU @2.50 GHz - RAM 8 GB - 64bit - 900 GB HD.
