Populate on the fly a recorded action within an action

Photoshop gives you an option to record an action within an action.
I will illustrate this:

Create the master action

record creation of a new "nested" action (even though it is not actually nested)

and here is the problem

as you can see, what I would expect is that step of text creation should be under the new nested action. I do understand that, as it is now, why it does in this way. Problem is that Photoshop is allowing you to while you are recording an action to record creation of a new action, but leaving you without an option to populate the new action on the fly.

I hope that my description is not confusing, and it is clear what I would like to see Photoshop have as an option for this,on the fly, created action.
I am curious to know if this functionality was supposed to be there, if yes, what exactly Adobe developers thought to use this future for? I mean, why would you allow creation of an action within an action, if you can not populate it on the fly?
Since i found this option, I am thinking of many scenarios where I could utilize this extra functionality.
I would really appreciate if there is any possibility that we might see, in the future, to enable full potential of this particular option.

So, shortly this is what I would like to see for this option:
Creation of "unlimited" nested actions, and populate them on the fly. So, I think one of the solutions to this problem could be a switch/check box to signal that active/select action should be populated now. Hope it makes sense.
