Photoshop: Unable to accept user agreement for just Photoshop after CS4 Design Premium reinstall

yes, i have Adobe cs4 premium suite, and for some reason my computer crashed and i lost some of the software, so i uninstalled all the adobe products and reinstalled it. i had no problem with after effects, flash soundbooth cs4ect.... but the photoshop will not let me accept terms and agreements???? i reinstalled to see if that would fix the problme however i still cannont accept the terms and agreements? i click accept and nothing happens. if you could, please contact me at for a reslove as for i use this alot for my business and this has kinda given me a set back. thanks.

We were able to resolve it over the phone by enabling the Windows 7 built in Administrator account (had to right click on cmd.exe itself and Run as Administrator to get the following command to work). We used the following command

net user administrator /active:yes

after that we logged out of the standard account and logged in with the Administrator one, in that account we were able to accept the agreement. After this he longer got the prompt to accept the agreement in either account.
