I work in online advertising where my team and I make banners all day long. One feature we really need is that when you save for web, you should be able to optimize to a target file size do it via recording actions and automation. Please make this a reality! Action: optimize menu> optimize to file size [Enter target file size]

While you are waiting for this functionality to be implemented in Photoshop (which could take years), why not use RIOT (Radical Image Optimization Tool) to do this for you? RIOT can also batch process a folder with a compress to size option.

The portable version requires no installation, and can be run directly.

An installer is available as well, but that version will install additional software unless you uncheck that option. No issues with the portable version.

Alternatively, IrfanView also supports batch processing multiple images to an exact size. See for an explanation:

It's been a year and we still need this. What's the hold up? I'm going to have to go to another tool to do a basic export task: export to JPG, optimized to a file size limit.

That's the opposite of helpful. You've added more busywork, pointless clicking and time wasted.
