ELEMENTS/REVEL Pictures lost in Photoshop.com world, Organizer lost pics in upgrade from 8 to 12

I have two questions:
1. Why can't I just call Photoshop and ask where all my pictures went?
2. When I upgraded to Elements 12 from Elements 8, all my old pics in 8 disappeared from the Organizer. Where are they?

Are you referring to files stored on the photoshop.com service that was discontinued last year (with emails sent out several months before it was shut down), and files transferred to the revel service?

I don't recall getting an email, but that is certainly possible. What is the revel service?

OK, I found Revel. How do I go about getting my transferred photos? I stopped using photoshop.com when it became full and moved onto an external hard drive. However, my external hard drive was damaged and I lost all the pics on it. So I was hoping to at least retrieve those that were still on photoshop.com. Any hope of that?

If you had your Elements photos synced to Photoshop.com, those would have migrated automatically to Revel (for USA users).  

Please sign into www.adoberevel.com in your web browser, and see if the photos are there.  Doing a quick check against the Email ID I see for you here, I do see an account with photos was transferred from www.photoshop.com 
www.adoberevel.com will allow you to save your photos, but it's one-at-a-time, which cumbersome.

Are you running Elements on Mac or Windows PC?  If a Mac, there's a free Revel app you can download from the Mac App Store, and this can easily sync all your photos back down to your Mac.  You can select some or all photos, and choose Export from the file menu.  Or simply ensure that Keep All Originals is enabled in Revel Mac app settings -- this downloads originals to Adobe Revel Library in your Mac's Pictures folder.  If you have a Windows PC, you'll need to rely on adoberevel.com or Elements 12 to get your photos.

Photoshop Elements can also sync your photos from Revel cloud storage back down to your Mac or Windows PC, but please move cautiously as Elements can easily delete your online photos.  Please see this FAQ for more info about how to use Revel with Elements 12: https://forums.adobe.com/thread/1313144
