Photoshop: Can you look at a tutorial from a website, have it open and work in Photoshop without the website going behind?

Can you look at a tutorial from a website, have it open and work in photoshop without the website going behind the adobe workspace? I find it annoying that you can't read and work with photoshop without that happening. Is there any setting be it in Windows or Internet preferences or Adobe to allow that website to stay open and keep it on the workspace while scrolling through the instructions?

If you're on a Mac, you have the option of a transparent workspace. Window > Application Frame.

Unfortunately, the Windows version does not have that option. You do, however, have the option of resizing your application. I would suggest that. Resize Photoshop, and place the tutorial beside it.

There may be 3rd party plugins for Windows that will allow you to keep a window in front, but I'm not aware of any.

On windows vista and 7 you should be able to right click on the Taskbar and choose something like Show Windows Side By Side.

There are also should be some keyboard shortcuts for this listed under Help and Support.

On WIndows, the application background is persistent, so you'd have to unmaximize the windows and view the windows side by side. Something like this (screenshot from a mac because that's all I have at the moment):
