Photoshop: Why won't Photoshop let me "Save to Web" at 100%?

Photoshop won't let me "Save to Web" at 100%.

Noticing that on larger file sizes, I can't output my slices to the correct sizes because Photoshop won't let me save at 100%. First try around, it only let me go up to 94% in the Image Size box. Eventually I found out that if I shrink my canvas size, the % goes up. I had to shave off ~500 pixels before it finally let me save at 100%. (For measure purposes, my original file dimension was ~8600px height. I had to get it down to 8100px).

Also fyi, I'm running Photoshop cs6 on a Macbook Pro Retina.

It is by design, save for web is designed for exporting images which are used on web, the largest dimension it supports is 8192 px.

The UI/messaging could be better. I've asked the team to take a look at improving it.

Ok, this is weird:

I create a new file: 10,000 px by 800 px

File > Save for Web. Despite the 81.92% indicator, I save it.

On my Mac Desktop, Get Info size is reported as 10,000 x 800 Px.

Maybe it isn't broken? OSX 10.10.3/Photoshop CC 2014.2.2
