The Mac version of Photoshop CS4 and CS5 does allow for an application background, but it is off by default. To enable the application background to help hide other applications and the desktop while working in Photoshop, choose Window>Application Frame.

In Photoshop CS6, this on by default now. You can disable it the same way - choose Window>Application Frame.
