Photoshop tools shortcuts don’t work with non-system cyrillic keyboard layout

Steps to reproduce bug:
1. Install non-system cyrillic keyboard layout, e.g. made with Ukelele (like this http://ilyabirman.ru/download/ilya-bi...)
2. In Photoshop, for example, try pressing keys corresponding to tools like V or A (in Russian these are М and Ф respectively)

Results: Tools don’t change. What’s interesting is that they DO change with non-system latin layouts and they DO change with cyrillic system layouts like “Russian — PC” (shipped with Mac OS)

Expected results: Tools should change no matter what input source I have selected. It’s such a pain to switch to English to swtich to Move tool!

This works perfectly in Photoshop CS3 and Indesign CS5 but in Photoshop CS5 something broke.

What OS are you using? What version/service pack?

Photoshop gets the key events from the OS and does no internal conversion - so most likely the difference is happening at the OS level or with some external utility.

The problem occurs only in Photoshop CS5, in Indesign, for example, tools shortcuts are working with same non-system cyrillic keyboard layout.

I use Mac OS X 10.7.1 but I had the same problem with prevous OS versions.

In Design uses the Carbon APIs, while Photoshop CS5 uses Cocoa APIs. Most likely something is different in the way the APIs handle keyboard remapping.
