Photoshop: Issue with tools shortcuts and non-system cyrillic layout (outdated MacOS tools for layout)

A big problem with Photoshop tools shortcuts. Shortcuts don’t work with non-system cyrillic keyboard layout.

I've installed Ilya Birman's Russian Typography Layout.

Then, in Photoshop tried pressing keys corresponding to tools like V or A (in Russian these are М and Ф respectively)

Results: Tools don’t change. What’s interesting is that they DO change with non-system latin layouts and they DO change with cyrillic system layouts like “Russian — PC” (shipped with Mac OS)

Please, make it happen that tools change no matter what input source I have selected.
This worked perfectly in CS3, but in CS5 something broke.

This problem is because the tool used to create these keyboard layouts is out-dated and based on Carbon. As a result, the mechanism (IDs) used to identify the language scripts are no longer working because Apple changed this whole process with Cocoa. Photoshop is now a native Cocoa app, and as a result, doesn't handle the older, Carbon-based language-script IDs any longer. As other applications also move to Cocoa, they too will quit recognizing layouts created with this tool.

The solution is to use a current tool that support's Apple's current Cocoa framework to update these layouts.
