When I work with PSB files sometimes up to 10 gigs they eat up 70 gigs of space in the temp folder. Is there anyway I can stop Photoshop from creating temp files

No. Those files are necessary, and reflect the size of your document and the changes you have made to the document.

You can minimize the scratch file size by reducing the number of history states to keep. But then you also reduce how far you can undo your edits.
