Photoshop: Start pop-up/welcome screen like DVA apps

Everytime I open Photoshop I'm a bit confused because of the lack of the handy little pop-up that appears in all the video apps when I start them.
There I get tips and tricks for the app but more important I can open the most recent projects without the need to go through my file browser and search for it. Also I can create a new project and set it's settings right after I started the app without the need to go through the menus or the use of a shortcut. Would love to see that in Photoshop as well. It would also make the apps more consistent through out the Adobe series

Photoshop had one of those at one time, and the customers complained so much about it being an "amateur" or "consumer crutch" feature (along with many, many expletive filled descriptions) that we removed it.

Hmm strange. Love this feature in AFX and PP and I wouldn't call those apps "amateur" or "consumer crutch". How about making it optional via the preferences because I find it stops creativity when I have to search my folders for the last used projects I used photoshop on?
