Photoshop Elements: Font Capture: Photoshop Service.exe Application Error when launching Organizer

I have installed Photoshop Elements 9. When I open Organizer from the welcome screen I get the message

Font Capture: Photoshop Service.exe Application Error

The instruction at "0x103e8453" referenced memory at "0x0000a74". The memory could not be "read". Click on OK to terminate the program.

Since I had no other choice I clicked on OK.

Can any one tell me what all this means and should I be concerned about the Photoshop Service.exe application error?

I've heard of this error before, but haven't learned enough about it to provide a direct answer.

Did the Organizer ever work previously?
Have you tried disabling background processes (Disable startup items, services | Windows)
Any of the steps here?: Troubleshoot system errors, freezes | Photoshop Elements Organizer | Windows

Is that a Windows XP SP 3 ?

Yes. I have installed it on my desktop with windows 7 and it is OK.
My laptop is older with up to date XP.
My error occurs at boot time.

The error occurs at boot? I though it occurred when launching Organizer. Booting is specifically the process of your computer turning on (the hardware being electronically energized). Applications do not boot.

Did Organizer work previously on this computer? Did you follow any of the troubleshooting I suggested above?
