"Please let me use the straighten tool when I zoomed into a picture.
Otherwise I'll have to buy a 50+" display to accurately straighten
pictures."

In Photoshop, you use the Ruler tool to define the angle of the horizon you want level. This tool works at any zoom level. In versions of Photoshop CS5 we've made straightening images event easier with a button on the Ruler tool options bar that straightens and crops your image with one click:
