You can already do this:
First, create a Window>Arrange>New Window for the document you want to view at a different zoom percentage:
Then you can either choose Two Up from the options bar or Window>Arrange>Tile to see the images side by side:
Now you can manipulate one window at one zoom level and see the changes in another window at a different zoom level:
