Photoshop photo finish distortion corrected

Sometimes the only available source photo for scanning has a mottled finish (a pebbled look embossed on the photo's paper) or a so-called satin finish ( a lenticular pattern pressed on the photo paper). Such patterns interfere with an accurate scan of the photo. Since such patterns are predictable under analysis, it would be valuable to have a means of distortion removal.
This might be facilitated by scanning such a photo two or more times, the first upright and second repositioned at a 180 degree rotation, matching up the two scans, analysing and averaging for luminance and color.
