Photoshop will not open if a drive used for save, open or a file on "open recent" is missing. The program lock up in "personal prefences" during opening.

What OS version are you using?

We spend a lot of time trying not to lock up in situations like that, but it is possible that an OS bug is causing a delay inside one of the file access APIs. But it should still be a delay, not a lockup.

Photoshop CS5 - When I am working with an network drive and the last save or open function was done on network. If I turn off my computer remove the network, then Photoshop will no open when I restart Photoshop. Photoshop freezes on opening preferences in it's startup..
Sometimes I work away from the network. Is there a fix for this?

The OS is timing out when Photoshop asks if the network volume is available (to get the file status for the recent files list). Some particularly bad network service drivers could take a minute to respond.
