Photoshop: Tool issues while zoomed in on Capacitive/Touch Screen/Tablet Windows 7 ExoPC

I just recently purchased a capacitive windows 7 machine and have photoshop cs5 installed.
My issue is (fairly)simple:

When zoomed in, I can’t apply brushes, clone stamp or the move tool, etc to the image I am working on (unless I’m using a mouse/bamboo tablet). Photoshop seems to want to just move the artboard around the screen instead of applying the brushes.

If I am zoomed out, it applies the brushes just fine. It’s quite strange and I am wondering if there is something, some gesture I’m not using correctly?
I am currently blogging/reviewing my experience of the capacitive touch screen for digital artists' use. So far, and with this limitation, I haven’t found a reason to ditch my bamboo tablet completely. (which would ideally be the goal).
Any suggestions would be greatly appreciated!

I've tried searching for manuals, without much luck.

Not familiar with what a Capacitive computer is, but it sounds like the Hand tool is being used when you are zoomed in. The Hand tool is temporarily engaged whenever you hold the Space Bar. Perhaps there is a gesture that emulates the Space Bar function.

Capacitive = touch screen.

What brand of touch screen device are you using? I can see who on the team has one to try and replicate.
