Photoshop incorrectly calculates jpeg file-size

Photoshop 12.1 (Mac). When saving a file as jpeg, a “jpeg option” window appears. There is a slider which controls the file size shown under the Preview checkbox. The trouble is, the file-size shown is not the final file size, which is (in my experience) always larger, and sometimes considerably larger. That is a problem when one is sending files to a place which has limits on file size. I am told that this is a long-standing problem with the Mac versions of Photoshop, going back through several iterations of the software. Well, I should think that it is time to fix this before issuing CS6. Please do that. It would save much time and trouble.

I doubt that claim is accurate, because predicting the actual result of a lossy compression seems to have no special platform specificity.
Edit: But I’m curious to learn better ...

In the Scripting Fora people more educated on such issues than me have, if I remember correctly, provided solutions for size targeted saving by automating saving, reading the size, if too big saving with lower settings, reading the size etc.
