Photoshop: Eyedropper for Current & Below and (no adjustments)

hey, i just realized this while painting.

problem: when using the eyedropper tool or when alt picking colors on a layer that is acting as a clipping mask for a parent layer underneath it, the color picker is constrained only to the parent layer below the mask, and not all of the layers in the document below the mask.

example: i have a background sky as one layer and i have a second layer for foreground mountains. if i create a new layer and constrain it as a clipping mask to the mountain layer (to paint in some soft sky color to 'push' the mountains back into the distance), i'm unable to pick the sky color without either un linking the new layer from the mounts, or changing the eyedropper tool to 'all layers.'

solution: when the eyedropper is set to current and below, it should sample from all layers below the current one, and not just those it may be linked to as a layer mask.
