Premiere Elements: The application was unable to start correctly

On April 27, 2014 I purchased the Adobe Photoshop Elements 12 and Premiere Elements. I have been successfully using the Photoshop Elements and love it. However, I have never been able to get the Premiere Elements to work. Today I uninstalled it, re-installed it and tried to open it. Nope. It sill will not open. At all. I just get an error message that says "The application was unable to start correctly (0xc000007b). Click OK to close the application."

I've spent hours online with tech support. I have uninstalled the ap, rebooted, run the CC cleaner, rebooted, reinstalled the ap, and always get the same result. I am extremely frustrated now and wish I'd never purchased this program!
