Photoshop Elements 9: Issue with Intuos 3 Pressure Sensitivity

Elements 9 will not consistently recognize the amount of pressure applied when using a tablet (mine is a Wacom Intuos 3). If a very small amount of pressure is applied while drawing lines with the brush tool it may produce a few appropriately sized lines, but will randomly behave as if full pressure was applied.

I also have my old Photoshop Elements 4.0 installed and it responds to pressure sensitivity perfectly.

Both PSE 9 and my tablet driver are up to date.

In the attached screenshot, a consistent amount of pressure was applied when drawing the lines, but Elements did not respond appropriately as indicated by the arrows.

Looks like a Wacom driver issue:

Was fixed in Driver 6.1.7-3 but it was pulled. Sounds like an older version (6.1.5) would also work if you wanted to revert to an earlier driver.

Do you know if there is a specific way I need to install the 6.1.7-3 driver? When I installed it, my tablet was completely unusable, but when I reverted to the 6.1.6-7 driver, I was able to use it again. I don't think I mentioned this before, but my OS is Windows 7 if this makes a difference.
