Will there be a 7.1 camera raw plugin for photoshop elements 10?

No, it means that it's been a slightly longer time lag than usual for the new ACR to be written and released for PSE.

I'm guessing photoshop elements 11 or else an adobe employee would have answered the post within 2 weeks wouldn't you think?
And the beta version of 7.1 worked fine in pse 10.

I am keen to know the answer to this. It is in pse 11, will there be an update for pse 10?
Seeing the pse 11 has been released, it's very unlikely that any new updates for pse 10 will be forthcoming.
Also, in another post, an adobe employee listed a few reasons why pse 10 was never updated.
Pse 11 does include and is able to be updated to the latest versions of camera raw 7.x
