Elements 10 won't close down completely

Photoshop Element 10 seems to be running in the background and will not close so that I can complete my update. It will also not open anymore by double clicking on the icon or using the OPEN button when you left click. When I go to task master it does not show the program as running. What gives? HELP!!!!!

Bypass the Unwelcome Screen by creating Desktop shortcuts for the Organizer and the Editor.

The Editor's executable is:

"C:\Program Files (x86)\Adobe\Photoshop Elements 10\PhotoshopElementsEditor.exe"

The Organizer's executable is:

"C:\Program Files (x86)\Adobe\Elements 10 Organizer\PhotoshopElementsOrganizer.exe"

The Unwelcome Screen leaves a zombie process running which prevents the actual program from launching again.

I already have bypassed the Welcome screen but still have this problem. The only way to open Elements is to shut down or restart the computer but if I exit the program I cannot open it again unless I shut down and restart the computer. I also cannot update elements as I cannot close photoshop elements 10.exe

I have the same problem with Elements 13
