Photoshop CS6 does not come to the foreground when I click on an application window.

Photoshop does not come to the foreground when I click on an application window. The window and palettes come to the foreground, but Photoshop remains an background application (its menu bar does not become visible, and I can't do anything. I am forced to click back out to another application, and enter photoshop by clicking on the dock icon. This problem has persisted since the CS6 beta.
