Photoshop CS6: Bug in nearest-neighbor resizing when enlarging by 2000% and larger

To reproduce create a 32x32px image, resize to 640x640 using Nearest Neighbor. Whip out the marquee tool to measure: The first row/col of original pixels becomes 19px high/wide in the result, last row/col of pixels becomes 21px high/wide. Both should be 20x20px.

This seems quite irrelevant, but in my work I sometimes have to scale down an image and back up, e.g. to get even areas, and single pixel errors won't do when I convert the result into web layout.
