Photoshop: CS4/Windows 8.1 Crash during startup? (Color Efex Plug-in Issue)

After updating to Windows 8.1 my Photoshop CS4 Version 11.0.1 always crashes during start-up. The compatibility site tells me that this latest version of CS4 should be compatible, so I'm not sure why it keep crashing. I can't get the program to even start so I can't check what settings and preferences I have set.

Does it give a specific error?

We've seen some customers get an outdated video driver after updating to 8.1.

Go directly to the video card manufacturer's website to install the latest driver:

If that doesn't work, try creating a new Admin user and running Photoshop from the new user account. That would let us know if it was permissions related:

Updating the OS can sometimes mess with user permissions.

Unfortunately it doesn't give any specific error, it just crashes before even being able to start up. It usually crashes when the little start-up page says "Starting-up plug-ins...Color Efex Pro 4". I initially thought this plug-in was the source of the problem, but after doing some research I've found that it should be compatible with Windows 8.1 and the problem persists even after I've removed its folder from the "plug-in" folder.

I updated my video card driver just now with the latest version and I still can't get it to start up.

There's your problem. It's a bad plug-in. Disable Color Efex and any other 3rd party plug-ins and/or reinstall them:
