Have you installed all the Photoshop updates?
What OS version are you using?
What does the crash report say?

I have installed all the Photoshop updates.
I am using Windows 8 (updated)
Once I select Flashlight in Lighting Effects, a pop-up indicating Adobe Photoshop CC has stopped working, and the crash report says: A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available.
then it only allows to Close program.

It hasn't notified me of a solution. and this happens every time I select Flashlight.

Restarting doesn't seem to do the trick nor uninstalling and re-installing.

Did you update the video card driver from the GPU maker's website, or from Microsoft (big mistake - their drivers are years out of date). ?

Drivers sometimes crash with specific GL/CL kernels, or specific geometry setups.
But it sounds like you've updated the driver - so I'm not sure why you're seeing this crash. Knowing the name of the faulting module from the crash report would really help.
