I have tried removing and reinstalling PS CC but still end up with missing filters.
I am uploading a screen shot of my filter list. Any help would be appreciated.

What filters are you missing? That does look like the default Photoshop CC filter list (plus your third party filters).

Are you referring to additional third party filters? Have you reinstalled them for Photoshop CC?

By any chance are you referring to the Filter Gallery filters (which by default are not listed individually in the menu, but can be shown by changing preferences).

I started off looking for the texture filter but noticed I was missing others also.

See screen shot from a teaching video.

That is either from an older version of Photoshop, or they had the Filter Gallery individual menu item preference changed. By default, Photoshop CS6 and CC don't show all the individual Filter Gallery entries, because the filter menu was getting much too crowded.

They will be grayed out if they cannot be applied to the current image/layer.
Make sure your image is RGB or Grayscale, 8 bits/channel, and not more than 30,000 pixels in either dimension.
