Photoshop has supported creating and exporting GIF animations since version CS3. (Prior to CS3, GIF animation was done using ImageReady which shipped with Photoshop)

Creating frame animations

Video and animation

Photoshop CS5 supports native importing/opening GIF animations.

See the following topic for instructions on how to open animated GIFs in Photoshop CS3 and CS4:

"Why Can I no longer open up an animated GIF in PHOTOSHOP CS 3 and see the
various Frames in the animation pallate. I could do this in Imageready!"

"Give me a way to edit my hundreds of existing animated gifs in
photoshop....I do not want to pay extra for fireworks as well."

"Let me open up animated gifs. why did you REMOVE a feature?!"

"Make Photoshop able to open correctly animated gifs or bring back ImageReady!"
