Photoshop: allow creation of a fill / adjustment layer under the targeted one with CTRL/CMD..

It is possible to create a layer/group under the currently highlighted one by holding Cmd(Mac)/CTRL(PC) and clicking either the "Create a new layer" or Create a new group" button, but not when clicking the "Create a new fill or adjustment layer".

It is not just about consistency/OCD, but it is often useful to allow to make a layer stand out more, by toning down the ones located below, for instance.

I think that this behavior was possible in older versions of Photoshop. (CS or pre-CS?)
