Last update to Photoshop 2015 seems to stop loading files after a certain number are loaded and closed. Was converting PDF files to PSD files and after 10 or 20 loads photoshop won't load the next file. Close photoshop down seems to clear the bug stopping the load problem but it comes back after 10 or 20 more times.

What happens when the file fails to open?
What OS version are you using?

Previously we've seen viruses and other applications cause problems that prevented Photoshop from opening or creating new documents.

Nothing. Just like you didn't click on a file to open it. Windows 7 Pro. Thought of virus or application conflict. Tried closing all other apps and scanned for malware, etc. before posting and computer was clean. However I did finally wait for about a minute or two for the file and it did open. After waiting that one time seems like I did not have a problem again. May have been an issue with computer or video card ram management like it filled up and had to clear the buffer. New computer with I7, SSD drive, Nvidia graphics card.

Yes, that sounds a bit like the external interference that we've seen before - except they never opened.

But your case could even be as simple as a network printer or fileserver that is offline and taking forever to timeout.
