Elements 7: Unresponsive on startup: Windows

Photoshop now will start load the task window(?) but then becomes unresponsive before it even comes close to finishing. I really need help! I have a deadline coming up!

P.S. I own Photoshop Elements 7. I have uninstalled then reinstalled and kept the software updated. Also, my computer doesn't tell me it's unresponsive- no matter how long I let my computer sit idle. I have to Ctrl Alt Delete in order to leave the program. There are some cases where my computer screen turns black for a few seconds before returning to the unresponsive program.

Sorry for the trouble loading Photoshop Elements 7. Which version of Windows are you using? 

Since you've uninstalled and reinstalled, have you tried resetting the preference file? https://helpx.adobe.com/photoshop-elements/kb/preference-file-locations-photoshop-elements.html#main...

Photoshop Elements 7 was made to work with Windows XP, so newer operating systems may be causing some of the compatibility issue. 
There might be a chance it'll run more successfully using one of the Windows Compatibility modes:

It just randomly started messing up a week ago. I checked my computer ram, even though all my other programs were running perfectly fine, and I found I had beyond plenty still. I'm kinda freaking out Lol I feel like I've done just about everything. I couldn't find a computer virus or anything. This makes no sense. Again, thank you for responding ^^ I'm only typing all this so others can see too.

Thanks for the added details.
Did you try any of my above suggestions? Resetting the preferences, and/or running PSE7 in compatibility mode?

How did those go?
