Photoshop: Will not open png files - again

Using PC, Windows 7

A problem has suddenly appeared which did not occur previously:
I have updated Photoshop to version 21.0.2, and suddenly I find that when I double click a .png file I get the message "The program can't start because AdbePM.dll is missing from your computer. Try reinstalling the program to fix this problem."
I have uninstalled and reinstalled Photoshop, but the problem remains.
When I look into the matter, I can see the AdbePM.dll file on my system - it is in the same folder as the Photoshop.exe file.

I can open the said .png files from within Photoshop - but I have several thousand .png files to process spread across a large system, and this is now a major difficulty.

Any know the answer?

OK - I found a cure for this - but nothing to indicate why it suddenly happened with the update of Photoshop, so possibly something Adobe need to address:
Changing the default program for opening the file DOES NOT WORK - i.e. where you right click the file and choose "open with" and choose photoshop 2020 and click "always use this program to open this kind of file" - this has no effect.

But if you go the set file associations in the windows Start Menu and set .png to open in Photoshop 2020 there, it cures the problem.

Do you by chance have a custom install location for Photoshop? Or have you manually moved the Photoshop exe to the desktop or another location other than the original install location?

Same issue here. PNG files are not opening. Also, when selecting selected area by ctrl + shift + enter. it just automatically selecting inverse.

Please install Photoshop from Adobe.com and install it in the default location.
