Photoshop Swatches and color handling

Newest update changed how the swatch library is handling color. It not longer allows you to build a color in the library but only in the tool bar. When selecting a PMS color it doesn't list the actual name, but the one you choose. The Swatch Library should handle color more like Illustrator. Also it would be nice to have a separate color library then a active swatch library. This is a very clumsy interface and I'm wondering how well the developers tested it with actual designers before making the change.

Just to make sure: And are you talking about the Library or the Swatches Panel? (posting screenshot can be quite helpful) 

Are you sure Photoshop ever named Swatches created in Photoshop with Pantone (or other Color Book) names? 
Because considering Photoshop’s spot color capabilities that would hardly have made sense in my opinion.
