Photoshop CC 2018: Stuck on Move Tool (macOS, Wacom Intuos Pro)

I just updated Photoshop CC now it keeps getting "stuck" on the move tool (no matter which tool is selected) but only when I'm using my Wacom Intuous Pro. If I put down the pen and use the mouse pad it works fine. I have reset my Wacom preferences-- I know it's not Wacom it works fine with all my other programs-but I still did it- and still it keeps getting stuck. I can reset it by closing out all programs but that only works for a while and lets face it I'm not going to continue to do that while I'm working.  I'm on a MacBook Pro.

Howdy Erin,

You're not going to like this, but I'd be willing to bet money that it's your Wacom device.  I say this cuz it's actually somewhat frequent that these devices co-opt a shortcut key.  That the problem goes away when the device is disconnected is also kind of a smoking gun.  That the forums are not on fire with similar user complaints points to something specific with your setup.  You probably need to update the drivers for your device to match the latest for your OS (which OS are you running, BTW?).

I doubt it because I just got this problem too and the tablet works on all the other programmes, just photoshop. I recently updated photoshop and had a windows update. I don't know which of these updates affected the tablet though. As I said it works on all the programmes except for photoshop

please try again using 19.1.2 when that is available.  there is a fix in that version for stylus interactions getting stuck in the down state.

I have encountered same problem. I found that if I use my mouse for the tool selection, then I can still use my Wacom pen for the actual edit. Not optimum, but a doable workaround that beats shutting down and restarting PS in the middle of an editing session.

Have you updated to 19.1.2? It is listed as fixed in the release notes for bug fixes. If you have installed 19.1.2 and it still isn't working for you, then you should give us more information about your OS and system so Adobe can look further into the problem.

Im having the exact same issue. Everything was fine yesterday and today, only in Photoshop, my brush or lasso tools grabs everything like Im using the hand tool. It works fine when I first open a file but as soon as I zoom in it goes bonkers. I updated PS, OS and Wacom drivers still same issue. I cant work like this.

Hi Ryan... I have "solved" this exact same problem on my Wacom MobileStudio Pro 13 by DOWNGRADING Photoshop to version 18.0. The problem doesn't seem to exist in that early version.

I've got this exact same issue on my Windows 10 Computer, all my drivers are updated, it's really cutting into my work time. I can only start with the brush tool if I move my pen horizontally however, any up or down makes it start using the move tool.

Hi Zoey....

Try downgrading to version 18.0 of Photoshop CC 2018. That's what I did, and the problem evaporated. It seems to be related to the 18.1.2 release, and possibly one or two of the earlier releases. I went straight to 18.0, and it worked. Adobe just remains quiet about these issues. Very irritating.

I apologise for being an idiot. I've talked about versions 18.1.2 and 18.0 of Photoshop. What I MEAN is versions 19.0 and 19.1.2.

For me, the problem emerged on the upgrade to 19.1.2. And got solved by downgrading to 19.0.

Same issue here, on 18.1.3 - works as a hand tool only, unless you start in  a horizontal direction. Worked fine yesterday. All drivers etc up to date. Windows 10 64 bit.

I'm currently having the same issue as well, I've updated my Windows, PS, and driver and it continues with the same issue. I've tried to uninstall and reinstall PS, but still nothing. There's a way to work around it but it cause another irritating problem. In the Wacom Tablet properties, Under the calibrate tab; if you uncheck windows ink. it fixes the canvas moving problem, but it removes pen pressure. So adobe, PLEASE look into this!!

I am using an old Wacom Driver Windows - Driver 6.3.15-3 (Win 7, 8 and 10)
Cintiq 21 UX. There is no option for Windows Ink

I found the solution!!!!!  Although some might have to downgrade, I fixed it by just opening the Wacom Options and unclicking  the "Use Windows Ink" option under calibrate and it worked.  It's a Windows Update issue. Here is the link to walk you through and finally fix it.

Thank you so much! I was so confused as to why my Move Tool was behaving the way it did. Unchecking "Use Windows Ink" solved it for me. I can finally work again.

I have the same issue. Windows 10, Cintq 21. When I use the rotate canvas tool for example. The brush tool moves the canvas as well. It recovers after a while but it totally prevents me from working. I'll try out some workaround from this thread but I really hope this problem disappears with the next photoshop update
I updated Photoshop yesterday, so it is highly likely that is related to that update.

Alright I downgraded to 19.0. With no effect :-( This is very strange. Never had this issue before. It is really killing my workflow.

I have downgraded up to CC 2015.5 and still this did not go away. The issue seems to be with windows ink. I am going to try and uninstall my latest windows update as I was fine up until before this update happened.

If windows ink is disabled from your wacom tablet properties it works but without pressure sensitivity

I downgraded all the windows updated that happened yesterday and this morning and it's working well now!

Same problem here ...
windows ink checkbox suggestion worked but i don't consider this to be a fix, since i really need the pressure sensitivity function to work.
By the way no updates were made to my system or Photoshop. 
Wacom drivers are up to date.(6,3.29-6)
I'm using windows 10-Photoshop 19.0 with a wacom intuos 5

I'm having the exact same issue. It started yesterday. Attempting to draw anything in Photoshop using my Cintiq just moves the page around. As a digital illustrator this has basically destroyed my ability to work. I'm on Windows so presumably it must be a Photoshop issue? Absolutely appalling and outrageous considering the vast sums of money we hand over to Adobe each month. 

I need the pressure sensitivity so can't use the Windows Ink workaround. I'll try going back to before the last Windows update, but not sure how to do this - can anyone help?

Just go to the Windows Update panel in your Windows settings. Check the  installed updates and reinstall the latest two updates. The ones from yesterday.

Just found this on the Adobe forums. Seems to be an official solution that doesn't require any ludicrous undoing of updates. Worked fine for me. Godspeed, noble Wacom users. 

The latest windows update (KB4093112)  has caused an issue with the Wacom tablet and Photoshop.

 

You can either - undo the update

 

or

 

Do the following (recommended) :

1. Use notepad to create a text file and type in :

UseSystemStylus 0

 

2. Save the file as PSUserConfig.txt in the following location 
C: > Users > Username > AppData > Roaming > Adobe > Adobe Photoshop CC 2018 > Adobe Photoshop CC 2018 Settings

 

3. Go to the  tablet properties and uncheck "Use Windows Ink"

 

4. Restart Photoshop

 

That is it - all should now work well (you need to do all the above steps to retain pen pressure)

 

 

Note : There is a third option. Microsoft made this change intentionally and they have issued a way round it with registry change (see link below). However for  Photoshop the PSUserConfig method works.

A little late to the party but I have had the same problem. For me, while zoomed out the pen tool works fine but once you zoom in, you can only paint horizontally (all other directions use override your selected tool and use the hand tool). If you disable Windows Ink, the pen works while zoomed but pressure sensitivity is lost. The command posted on reddit didn't work for me either.

I found this and it fixed the glitch completely for me without needing to use any commands:
