Photoshop: Shortcut Focus issues on Windows

Sometimes, my keyboard shortcuts open the menu bars at the top of the screen--for instance, V opens the View menu instead of switching to the Move tool. It's like my keyboard focus is set to the menus instead of the toolbar.

Switching active windows fixes the problem, but only if I use my mouse; Alt + Tab doesn't fix it. I've also tried hitting Esc and Alt (separately), but neither fixes it.

I haven't been able to spot a pattern in my keystrokes, but I'm not usually paying enough attention. I have a habit of cycling between Move, Zoom, and Pan, though, even when I'm not doing anything (V, Z, hold Spacebar; repeat).

I have a few peripherals plugged in, but the problem persists when they're unplugged. I'v e also tried reinstalling Photoshop to no avail.

It sounds like there is some sort of conflict. Have you tried booting in safemode to disable system utilities:
