Photoshop: Rulers may not be accurate at any magnification

Today I prepared a Business Card design to be printed by Vistaprint. Their SAFE MARGIN is 1/8 inch. When I created the image using ruler guides, the top, right, and bottom margins were good but Vistaprint had to adjust the image since no matter what I did, it wasn't right. I adjusted the left position several times and it continued to show up wrong on their template.

Your best bet is to download the template from vistaprint, or grab one online and use that as a base layer and create all of your content on a separate layer atop the base layer. When you're ready to upload, just hide the base layer and safe as a .tiff with layers turned off. If your card was too small, it would most likely be from the bleed. Your image should be 3.75x 2.25 inches. With a .25 bleed around the whole image. That would give you the standard 3.5x2 inch business card with a bleed.
Here is a link to a template you can download and use. Just make sure you increase the PPI/DPI to 300 before you start adding your content.  Sorry if i'm over simplifying, this is a common issue I see people having, there may be others who need the information too.

Samuel Crow, thank you for this information. Actually, I had used their template and that is where I saw the problem. Turns out, when I tried the template again, the problem was gone without me doing anything.
Looks like the problem was with their template and not photoshop. That would explain why, as I moved my design, the problem continued.

Glad it works for you now. Keep in mind, depending on your system and O.S. the rulers may not dynamically update when zooming in or out. It would be nice if we could type in the exact measurement for where we want to place the guide. I know other programs have that ability.
