Photoshop CC 19.1.5: Performance lag using various tools - cloning, healing, moving, pen tool, etc. as well as dialog boxes

I've noticed that Photoshop CC 2018 (v. 19.1.5) starts to lag after reaching the Memory Usage Limit (in my case 10GB). And by lag, I mean using the various tools - cloning, healing, moving, pen tool, etc. as well as dialog boxes.

I tend to work on fairly large files (100s of MBs to GBs), so I reach the point where PS starts to lag fairly quickly. I should also point out this has been an issue on prior Creative Cloud versions of Photoshop as well.

CPU usage when the slowdown occurs does not seem unusually high: 20-40% when using the pen tool, average ~30%.
I'm on an iMac Late 2015, 3.2 Ghz i5, 16GB ram, SSD main drive, 1 TB Scratch Drive.OS X High Sierra 10.13.4

By comparison, Photoshop CS6 does not exhibit these slowdown issues, and so I use this for my day-to-day work.
I have noticed though on PS CS6, the CPU usage is quite a bit higher: 60-70% CPU usage while using the pen tool. But there is no slowdown, even when working on files several GBs in size.

Hi Mike, are you working on documents with a large number of paths?

Sometimes yes, sometimes no. That doesn't appear to be a factor in the slowdown though. In the example I mentioned in the OP where I was measuring CPU usage, the file I was working on had just one fairly simple path.
