Photoshop: Not supporting Fractional values in layer styles. Why?

I have been waiting for this feature for so long and wondered why Photoshop doesn't support fractional values with decimals. As if we are working with a small file then we are unable to use a value less than 1 to make the effect more less. Kindly let me know how to fix this or the reason that why these are not supported.

Which values do you mean? 
The values which are expressed in »px« or those in »%«? 

For pixels the question would not seem to make sense in principle.
For % it’s still difficult, in an 8 bit image there are only 256 values per Channel to begin with ... and for many people the percentage-limitation present in a Layer’s Fill and Opacity for example hardly seems to matter. 

Could you give an example (with screenshots including the pertinent Panels and dialogs) where the limitation proves bothersome to you?

Howdy Zohaib,

Like Christoph, I'm not quite following what you would like to see changed.  Are you referencing Opacity and Fill?  Also, you want to be able to use values like 1/7 or 2/9s instead of decimal values?  I'd like to make sure I understand your request.

I have tried in both, the % percentage one and the pixel one but both don't support values like let's say 10.5 or 1.5.

This is something that I need frequently while working with a file that doesn't have a very high resolution. So, a little value makes a big difference there but I find no way around.
Kindly let me know if there is any workaround.
