When I try to replace a file by saving over it Photoshop creates a copy.

There may be a radio button you’re missing. Look carefully at the “Save as” options.

I have got the same issue (in Mac OX Catalina / PSD 2020)

If I want to overwrite (per clicking and taking over the name from finder) for example an already existing copy with enabling the copy-button, photoshop ask me if I want to overwrite - but when I agree and click ok, Photoshop do not overwrite, instead it create a new copy with a extra »copy« addition. For example: »test-Copy-Copy.psd«. :(
