I have the creative cloud subscription, but Photoshop is giving me this error message when I try to install it through the CC app:
InDesign, Illustrator, and Dreamweaver all installed fine.

I know nothing about Windows anymore, but the System requirements state "Windows 10 (version 1607 or later)" Is 10.0.240 version 1607 or later?

"Photoshop CC release 19.1 (and later) supports Windows 10 1607 and later versions, but not versions 1511 or earlier. "

I can't tell one Windows 10 version from another, but perhaps you can, and if not, if you post your system info, someone here ought to know. I haven't known Adobe's CC app to get this wrong, but I barely know Windows OS 10 by it's various common names anymore. Even that has gotten too difficult to follow for this Mac user.

Check out this Wikipedia article. In includes a table that lists the Version in the leftmost column. The Build number is listed in the second to last column on the right.

You have the original version of Windows 10 version 1507 build 10240 from a little over three years ago.

PS 19.1 needs AT LEAST Windows 10 version 1611 build 14393.

The current public version is Windows 10 1803 build 17134 and next month the next version available in October 2018 will be Windows 10 1809 build 17763.

Note that except for the first two, the 4-digit version is just the year and month prior to the public release.  1803 => April 2018.
