Photoshop not appearing in task manager

While observing CPU and RAM usage I have noticed that Photoshop is not appearing in the task manager sometimes. While starting the application it is there, but it disappears as soon as all loading is completed and the application is ready to use. This is especially frustrating when trying to find a possible reason for performance related issues (such as brush lag, which seems to be a feature since 2013).
This issue occurs randomly and I cannot pinpoint when and why exactly. However it can be reproduced with Photoshop 21.1.0, Photoshop 20.0.8 (seems to be the most reliable for reproduction) and Photoshop 19.1.6.

When you restart Task Manager you'd see it. Not sure why this is and whether it's an Adobe problem or a Windows problem but this has been an occurrence for some time now on Photoshop and Lightroom Classic.

There you go, David. As mentioned above, it happens every time with Photoshop and Lightroom. This time it was within 10 minutes of me opening PS just so I can show you.

And here is LR 2mins after opening it(PS has appeared because of a Task Manager restart). I'm mindful of this being a PS bug report
