Photoshop no longer creates a new document when I right click on an image and click "Open With > Photoshop", also prevents drag and drop

When I right click on an image in my folder and click "Open With > Photoshop" the software opens, however it no longer opens a new document. I also can no longer drag and drop an image from my folders to the tab area to create a new photoshop document. Sometimes when I launch the software using "Open With..." it won't even allow me to drag and drop an image into an open document and the only method I have to insert it is by clicking "file>place embedded / place linked"

Using Windows 10 and Ps 20.0.3, I have Photoshop in my "open with" and I believe it has to do with having the file extension associated with the Photoshop.exe (presuming Windows). I had minor trouble with this a year ago, I had to get it instigated a couple times for it to "stick."

With Ps open and no file open, I use alt/f/n for the new file dialog. With Ps open and a file open, dropping on a new file places it on a new layer no problems. Dropping it onto the image tab space opens it separately.

So with no idea what environment you are in, that's the dillio for my setup. You are going to be asked to name your OS, version of Photoshop etc. Good luck, it's just quirks not problems.
