Photoshop: Moving towards Extension Manager for installing plug-ins?

Is Adobe moving towards Extension manager as the source of how extensions for future versions are to be installed ? Considering you can't have PhotoshopCC2014.2 look for a plug-in folder for plugins etc ?

Depending on how they're packaged, traditional plug-ins can be install by placing them directly into the "Plug-Ins" folder found inside the Photoshop application folder, installed directly through Extension Manager, or through Adobe Add-ons.

Presets (actions, brushes, scripts, etc) can be installed by placing them directly into the corresponding folder inside the "Presets" folder found inside the Photoshop application folder, installed directly through Extension Manager, or through Adobe Add-ons.

Plug-ins and presets installed through Add-ons have the added benefit of being synchronized to other client/desktops:
