Photoshop: Layers get jumbled up when running an action.

I have a dodge and burn action that creates a bunch of layers, groups them, and names each layer. 

However every time I run this action, the layers are jumbled up, sometimes layer masks are inverted, and they are in the right groups.

I've recorded the action all different ways to try and remedy the problem, and nothing.

When I create an action, I expect the layers to be placed and ordered the way I want them, and for the layers to behave the way I want them... After all, the action becomes useless unless it does what I did when recording it.

sounds like you're not creating the action properly. you probably need to name each layer upon creation instead of after grouping.

It's not so much the naming that's the issue, more so that the layers don't get ordered correctly and sometimes they aren't their correct group or even in another group all together.

I recreated an action in a way that I didn't reorder any layers and so far it's working.
